It is with profound sadness that we announce the loss of Doctoral Chair, Richard (Dick) Baker. Dick Baker showed immense dedication to our university and a strong commitment to the success of his students, taking joy in his work and their achievements. Dr. Baker was a veteran and retired U.S. Air Force Colonel, a member of the Federal Aviation Administration’s Center of Excellence for Unmanned Aerial Systems Research, and a noted aviation expert. His visionary leadership and excellence in aviation education led to the development of our Uncrewed Systems degrees, and he was the founder of our groundbreaking Aviation Professional Pilot program. Dr. Baker's unique blend of industry experience and academic expertise has been a crucial asset to Capitol Technology University, and his lasting legacy will be forever remembered.
A Passion for Aviation Science
Dr. Baker was a true leader and committed to his passion for advancing the field of aviation. His diverse academic credentials, including a B.S. in Mathematics, M.S. in Computer Science, and Post Graduate M.S. in Psychology from Indiana State University, as well as a Ph.D. in Information Systems from Nova Southeastern University and his military service within the U.S. Air Force, laid a strong foundation for his impressive and impactful career.
Dedicated to his country, Dr. Baker enlisted in the military in high school, serving as a Colonel in the U.S. Air Force and Indiana Air National Guard with extensive experience in counterterrorism and domestic preparedness operations. When he retired, he had 36 years of service as a Colonel and possessed over 2,000 hours of experience as a Weapons Systems Officer in the F-4 Phantom II. He also held several command positions such as Instructor /113 Fighter Squadron, Chief of Supply, Squadron Commander, 181st Mission Support Squadron, Commander, 181st Support Group, State Director of Support, and the State Director of Operations. He worked primarily with rapid response teams for counterterrorism, counterdrug operations at the U.S. Joint Forces Command, and the Air National Guard’s domestic preparedness operations.
Within the corporate arena, Dr. Baker served as a Chief Consultant Systems Engineer for Electronic Data Systems (EDS) and General Motors. He worked with Fortune 500 companies, governments, and partners such as Microsoft, SAP, PeopleSoft, Hewlett-Packard, and Oracle, where he gained valuable insight into the information systems and technology management fields that would later help inform his industry-focused curricula. He also served as a former Director of Human Factors and Safety at American Airlines, overseeing crucial training aspects for all pilots and flight attendants, such as crew resource management, safety, and recurrency training.
Prior to his tenure with Capitol Tech, Dr. Baker served as an Associate Professor with the Indiana State University Department of Aviation Technology and as an Executive Director of the Center for Unmanned Systems and Human Capital Development. He made an impressive impact on academic research through the many scientific articles and poster presentations he authored, including “Unmanned and autonomous systems: Critical technology and workforce challenges” presented at the National Association for Workforce Improvement Conference in Honolulu, HI in 2017 and “Unmanned aerial systems: Considerations for commercialization” presented at the Embry-Riddle Aeronautical University Aviation, Aeronautics, Aerospace International Research Conference in Litchfield, AZ in 2014.
Shaping the Future of Education and Student Success
Dr. Baker joined Capitol Technology University in 2017, and introduced Dr. Bradford L. Sims as our institution’s 8th president during the inauguration ceremony that same year. Dr. Baker served as our interim Vice President of Academic Affairs and Dean of Graduate Programs before his role as a Doctoral Chair.
Under Dr. Baker's leadership, Capitol Technology University's Aviation and Uncrewed Systems programs were developed and have seen significant growth over the years. He was the founder of our groundbreaking Aviation Professional Pilot program, which offers a streamlined approach to gaining not only the flight hours and certifications needed for a career in aviation, but also an undergraduate degree – setting students up for success far sooner than most other flight training programs. Additionally, the courses he curated in Information Systems, Aviation Management, Aeronautical Science, and Uncrewed Systems reflect these industries’ evolving needs, helping students gain more career-oriented learning.
As a beloved Doctoral Chair, Dr. Baker helped students pursue their PhD and DSc degrees. Through his direction, leadership, and support, countless students were able to achieve their academic goals and experience continued career growth in their fields. Dr. Baker’s students speak fondly of their time under his tutelage, noting he was a very kind, inspirational, and positive figure in their lives who provided the motivation and understanding they needed to not only succeed, but to truly enjoy their studies.
Honoring Dr. Baker’s Enduring Legacy
Dr. Baker's dedication and academic excellence made him a revered figure in aviation education who was cherished amongst Capitol Tech students and colleagues. The foundation he has laid will continue to ensure that our university’s graduates are not just skilled professionals but also innovative leaders, ready to tackle the challenges of modern aviation. He has made a lasting impact on our university and the future of the aviation industry.
Dr. Baker was a devoted family man and a generous member of his community. He is survived by his loving wife, Ellen Stearley Baker, to whom he was married for 57 years, as well as their son, Shaun Baker, and extended family. His legacy will undoubtedly live on through them, and we extend our deepest condolences during this difficult time.
He is also survived by many friends, co-workers, former and current students, and professional connections that he cherished.
Dr. Baker’s passing leaves a significant void and he will be deeply missed. His memory and contributions will forever be a part of our university.
Memorial Services
Funeral services for Dr. Baker will be held on Thursday, October 24 at 11:00 a.m. at Lawson-Miller Chapel, 1702 E National Ave, Brazil, IN 47834. A military honor will be provided by Scott Air Force and the VFW Post #1127 and American Legion Post #2.
A visitation ceremony will be held on Wednesday, October 23 at 4:00 p.m. at Lawson-Miller Chapel, 1702 E National Ave, Brazil, IN 47834.
